Tamil civil society groups and members of the public issued a declaration calling for international justice regarding mass graves, including the one in Chemmani. During a gathering at Nallur Kittu Park in Jaffna on September 13, participants urged for an international investigation into these sites.

The declaration states that excavations and forensic analyses at the Chemmani-Sithupathi mass grave, where approximately 600 human skeletons were found, must involve international experts. The group also demanded that all gathered evidence be properly preserved and that investigations be conducted under the full responsibility of the United Nations.

The declaration calls for the creation of an independent and impartial international mechanism to investigate international crimes committed against the Tamil people. Other demands include establishing an international inquiry into the status of enforced disappearances, releasing long-term political prisoners, and removing the Prevention of Terrorism Act. Additionally, the group requested the removal of militarization in the North and East to protect the daily lives of citizens and the preservation of Tamil history, culture, and heritage.
